South Dakota Rate Case

On June 4, 2025, we filed a request with the South Dakota Public Utilities Commission (PUC) for permission to increase electric rates. 

The net effect of our request is an increase to current rates of approximately $5.7 million. If the PUC approves the overall request as filed, the average net increase to customers would be approximately 12.5%.  

What’s driving our request

This request is a result of rising costs to maintain a safe and reliable system while meeting customers’ growing electricity demand as economically as possible. We last requested a rate review in South Dakota in 2018. 

We understand rising electric costs can be challenging, and we remain focused on managing these increases through smart investments and streamlined operations that allow us to be one of the lowest-cost providers in the nation. 

How this could impact you

The filing starts a process often referred to as a rate case. During this time, the PUC reviews costs we incur to provide energy and related services and then determines appropriate prices for customers using that energy. This independent, public process helps ensure transparent rate setting for all customers. 

The PUC will establish a schedule for making its decision on our request. If the PUC doesn’t issue its decision within 180 days, we can increase rates on an interim basis beginning December 1, 2025. If final rates are lower than interim rates, we would refund you the difference with interest. If final rates are higher than interim rates, we would not collect the difference.  

Average monthly electricity costs 

If approved by the PUC, a typical residential customer’s bill will increase by approximately $14 a month and a typical business customer’s bill will increase by approximately $35 a month. The increase may be more for some customers and less for others depending on the rates on which you’re served and the amount of electricity you use.

You’ll find our rate review request at puc.sd.gov under 2025 Electric Dockets. 

Under South Dakota law, you have the right to join with 24 other customers in our South Dakota service area to file a written objection to this proposed rate increase, and you may request the PUC suspend the rate increase and hold a public hearing to determine whether such a rate increase should be allowed (please visit puc.sd.gov to refer to SDCL 49-43A-12).

How to save energy and money

You can proactively save energy and money by: 

  • Unplugging any electronics that aren’t in use, such as gaming consoles, TVs, and home office equipment. 

  • Making low-cost and no-cost changes to reduce energy consumption, such as switching to LED lightbulbs. 

  • Participating in programs that make use of lower off-peak rates, such as thermal storage and water heating.
