South Dakota customers
On June 3, 2024, we filed a request with the South Dakota Public Utilities Commission (SDPUC) to increase our Phase-In Rider, which recovers costs from projects that help ensure we can continue to provide safe, reliable, and low-cost service.

Customers may join with 24 others to file written objections to this increase and to request that the SDPUC suspend the rate and hold a public hearing on the filing.

South Dakota customers
On May 1, 2024, we filed a petition with the South Dakota Public Utilities Commission for approval of a $0.00026 per kilowatt-hour (kWh) decrease to our Energy Efficiency Partnership (EEP) Cost Recovery Rider. This rider allows us to recover costs associated with energy-efficiency programs and education for our South Dakota customers.

Customers may join with 24 others to file written objections to this decrease and request the Commission suspend the rate and hold a public hearing on the filing.

North Dakota customers
North Dakota interim rates take effect this month. You’ll see an average net increase of 6.03%. Look for details at otpco.com/NDRateCase.

North Dakota customers
On November 2, 2023, we filed a request with the North Dakota Public Service Commission (PSC) to adjust our Renewable Resource Cost Recovery Rider Factor, which is part of the Renewable Rider line on your bill. This rider allows us to recover costs associated with renewable generation resources.

The proposed rate decreases from 12.157% to 0% on January 1, 2024, and is proposed to increase to 1.728% of base charges and credits for the recovery period beginning April 1, 2024. A residential customer using 1,000 kilowatt-hours could see a monthly bill decrease of approximately $8.32 on January 1, 2024, and an increase of $1.18 beginning April 1, 2024. These changes would not be effective until the PSC reviews and approves.

South Dakota customers

North Dakota customers
On September 15, 2023, we filed a request with the North Dakota Public Service Commission to update our Transmission Cost Recovery Rider, which is on the Transmission Rider line of your bill. The proposed change is for bill usage on and after January 1, 2024. This change is proposed only, and if suspended by the Commission, new rates won’t take effect until the Commission approves them.   

If approved, customers can expect the following average monthly bill impacts:

  • Large General Service: $120.29 (from $1.841 to $2.124 per kW)
  • Controlled Service: $0.17 (from 0.086 cents to 0.099 cents per kWh)
  • Lighting: $0.13 (from 0.496 cents to 0.641 cents per kWh)
  • Residential and all other service: $0.76 / $1.03 (from 0.575 cents to 0.651 cents per kWh)

South Dakota customers

  • On August 18, 2023, we filed a request with the South Dakota Public Utilities Commission to redesign our Electric Service Statement (Customer Bill) and update our General Rules and Regulations Rate Schedule Section 1.05 (Contracts, Agreements, and Sample Forms). The proposed changes are for bill use on and after May 1, 2024.

  • On September 8, 2023, we filed a request with the South Dakota Public Utilities Commission to update Rate Schedules within our General Rules and Regulations necessary for the implementation and operation of our new Advanced Grid Infrastructure projects, effective January 1, 2024.

North Dakota customers
On August 1, 2023, we filed a request with the North Dakota Public Service Commission to decrease our Advanced Metering and Distribution Technology (AMDT) Cost Recovery Rider, which is part of the Advanced Meter and Distribution Technology Rider line on your bill. Our AMDT Cost Recovery Rider allows us to recover costs associated with Advanced Metering Infrastructure, an Outage Management System, and Demand Response investments.

The proposed change to our AMDT Cost Recovery Rider would begin January 1, 2024. The new rate for residential customers would be $0.76 with a monthly bill impact of -$0.95. North Dakota customers
The North Dakota Public Service Commission approved our request to increase our Renewable Resource Cost Recovery Rider Factor for usage on and after May 1, 2023. The approved factor for all classes of service is 12.157% of base charges and credits. The previous factor was 7.108%. A typical residential customer’s bill will increase by approximately $3.46.

The Renewable Resource Cost Recovery Rider recovers costs associated with our investments in renewable generation resources.

We developed this rate to allow recovery of costs associated with Astoria Station, our simple-cycle natural gas combustion turbine. The GCRR also includes a credit for the May 2021 retirement of our coal-fired Hoot Lake Plant. The proposed rate is 2.026% of your bill, a decrease from the current rate of 2.982%. This proposed change is for bills rendered on and after July 1, 2023.

The new rate is proposed only, and, if suspended by the Commission, won’t take effect until the Commission acts. If approved, customers can expect the following average monthly bill impacts from the previous GCRR rate: Residential: (-$0.74 at 1,000 kWh/month), Large General Service: (-$184.92 at 400,000 kWh/month and 1,000 kW/month).

On December 30, 2022, we filed a request with the North Dakota Public Service Commission to increase our Renewable Resource Cost Recovery Rider Factor, which is part of the Renewable Rider line on your bill. The Renewable Resource Cost Recovery Rider allows us to recover costs associated with renewable generation resources.

The proposed change to the Renewable Resource Cost Recovery Rider Factor would begin April 1, 2023, with a rate for all classes of service at 15.541% of base charges and credits. The current rate is 7.108%. An average residential customer would see a monthly bill increase of approximately $5.77. This change is proposed only and, if suspended by the Commission, will not be effective until the Commission takes action. On July 8, 2022, we filed an application with the North Dakota Public Service Commission to implement a new Advanced Grid Infrastructure (AGI) Cost Recovery Rider. We developed the AGI Rider to recover costs associated with Advanced Metering Infrastructure, an Outage Management System, and Demand Response investments.

This proposed rate would be a monthly per meter charge that would go into effect January 1, 2023. Residential customers would see an increase of approximately $1.71 on monthly bills while Large General Service customers would see an increase of approximately $71.76 on monthly bills. This change is proposed only and will not be effective until the Commission takes action.
